This post would be about the level 65 skills included in the level 70 cap. All the skills are noticeably passive buffs and would boost your character by at least a bit. Some skills are really good, some I find are not useful at all.
Warrior
Gladiator - Physical Mastery
- Physical attack +10%.
- PvP: 5%.
- Physical attack +10%.

Moonlord - Magical Mastery
- Magical attack +14%.
- PvP: 7%.
- Magical attack +14%.
- PvP: 7%.
Barbarian - Critical Mastery- After using battle howl, taunting howl or devastating howl, gain a buff which increase 20% critical rate for 10 sec.
- PvP: 10%, 10 sec.
Destroyer - Power Mastery- After using battle howl, taunting howl or devastating howl, deal 10% additional damage each hit for 10 sec.
- PvP: 5% damage, 10 sec.
Archer
Sniper - Physical Attack Mastery
- Physical attack +10%.
- PvP: 5%.
- Physical attack +10%.
- PvP: 5%.
Artillery - Magical Attack Mastery
- Magical Attack +10%.
- PvP: 5%.
- Magical Attack +10%.
- PvP: 5%.
Tempest - Survival Sense
- After using kick shot or double somersault kick, gain a buff which increase physical attack by 10% for 10 sec.
- PvP: 5%, 10 sec.

- PvP: 5%, 10 sec.
Windwalker - Air Sense
- After using air walk or eagle dive, gain a buff which increase physical attack by 10% for 10 sec.

Sorceress
Salaena - Flame Master - Fire skills damage increase by 10%.

- Ice skills damage increase by 10%.

Smasher - Time Controller
- All cool down of active skills under Laser skill tree are reduced by 10%.
- PvP: 5%

Majesty - Gravity Controller
- Strengthen Blackhole, Gravity Ascension and Gravity Switch. Deal additional damage to targets which are immune to the disabling effect of gravity skills. Each hit deal additional 100 % of damage. (boost for Majesties.)
- PvP: 50% bonus damage. Dark Resist -10%

Crusader - Magical Bless
- When you successfully hit enemies with any magical skills, gain 20% magical attack buff for 10 sec. Cooldown 20 seconds.

- When you successfully hit enemies with any magical skills, gain 20% magical attack buff for 10 sec. Cooldown 20 seconds.
- PvP: 10%, 10 sec.
Saint - Revive Blessing
CDN - After using any relic skills, gain a buff which increase 30% movement speed for 5 sec. ( No cool down)
KDN - After using any relic skills, gain a buff which increase 30% movement speed for 3 sec. (No cool down)
CDN - After using any relic skills, gain a buff which increase 30% movement speed for 5 sec. ( No cool down)
KDN - After using any relic skills, gain a buff which increase 30% movement speed for 3 sec. (No cool down)
PvP: 3 seconds instead of 5 seconds.
Inquisitor - Electric Bless
- Deal 10% additional non-elemental damage when attacking shocked targets.
- PvP: 3% instead of usal 10%.
- PvP: 3% instead of usal 10%.
Academic
Shooting Star - Alfredo Exchange
- Physical attack+10%. Alfredo Hp+100%.
- PvP: 5% attack, Alfredo HP 10%
- Physical attack+10%. Alfredo Hp+100%.
- PvP: 5% attack, Alfredo HP 10%
Gear Master - Second Gear
- After summoning tower, gain a buff which increase physical attack by 10% for 10 sec.
- PvP: 5%, 5 seconds.
- After summoning tower, gain a buff which increase physical attack by 10% for 10 sec.
- PvP: 5%, 5 seconds.
Adept - Elemental Harmony
- When a bubble/phantom counter is added by using a Fire or Ice Skill, receive a buff to increase magic attack for 10 seconds. Magic Attack increase 10%.
- PvP: 5%, 5 seconds.
- When a bubble/phantom counter is added by using a Fire or Ice Skill, receive a buff to increase magic attack for 10 seconds. Magic Attack increase 10%.

- When a bubble/phantom counter is added by using a Dark or Healing Skill, receive a buff to increase Magic Attack for 10 seconds. Magic Attack increase 10%.

Dark Summoner - Revenge Ability
- When skill successfully hits targets, enemies within 3 m receive 10% additional damage. Does not apply to soul gate.
- PvP: Increased to 5 m. 5% attack.

Soul Eater - Pain Ability
- Deal additional 10% non-elemental damage when attacking targets with “Curse” status.

Blade Dancer - Blade Ability- Reduce cool down of Breeze Call Dance by 12%.- 6% Cooldown Reduction.
